Fence, tree, fungus

When my parents bought their house, the previous owners failed to notify them that the fence on the north side of the house had been incorrectly placed, taking up a portion of the neighbor's yard. I've been helping my dad move the fence back to where it should be. There is a tree next to the fence that has some weird growths on its leaves. I thought it was some sort of fungus, but my dad thinks that it's some sort of bean pod. I've done my best to not rub up against the tree, just in case such symptoms are transferable.
